Guidelines must include recommendations on reducing parking minimums, eliminating accessory dwelling unit restrictions, increasing by-right development for duplexes/triplexes/quadplexes, streamlining review processes, and encouraging transit-oriented development

A task force of planners, affordable housing advocates, developers, public housing authorities, zoning board members, and academic researchers must be established to consult on draft guidelines during a 2-year public comment period

The Regulatory Barriers Clearinghouse established under the Housing and Community Development Act of 1992 is abolished and its authorizing statute repealed

$3,000,000 per year is authorized for fiscal years 2026-2030, with a required report to Congress 5 years after publication tracking state and local adoption of the recommendations
