Establishes the "Michael Enzi Voluntary Protection Program" within the Department of Labor to recognize employers with comprehensive workplace safety and health management systems

Requires participating employers to submit applications, conduct annual self-evaluations, and undergo periodic onsite evaluations by OSHA representatives; serious hazards must be corrected within 90 days

Exempts approved worksites from programmed OSHA inspections and prohibits the Secretary of Labor from requiring any payment for program participation

Mandates the Secretary develop a technology modernization plan within 2 years to update application processes, self-evaluation submissions, and worksite audit reporting

Allocates not less than 5% of OSHA's annual appropriations to carry out the program and requires final regulations within 2 years of enactment
