Prohibits the Secretary of the Interior from issuing or extending any lease or authorization for oil, natural gas, or mineral exploration, development, or production in Arctic areas of the Outer Continental Shelf

Amends Section 8 of the Outer Continental Shelf Lands Act (43 U.S.C. 1337) to add the drilling prohibition

Defines "Arctic" using the definition from Section 112 of the Arctic Research and Policy Act of 1984 (15 U.S.C. 4111)

Applies "notwithstanding any other provision" of the Outer Continental Shelf Lands Act or any other law, making it an absolute prohibition
