Permanently prohibits the Secretary of the Interior from issuing any lease or authorization for oil and gas exploration, development, or production on the outer Continental Shelf off California, Oregon, and Washington

Amends Section 8 of the Outer Continental Shelf Lands Act (43 U.S.C. 1337) to add the prohibition as a new subsection

Covers four specific planning areas: Washington/Oregon Planning Area, Northern California Planning Area, Central California Planning Area, and Southern California Planning Area

Planning area boundaries are defined as depicted in the 2024–2029 National Outer Continental Shelf Oil and Gas Leasing Proposed Final Program published September 29, 2023 by the Bureau of Ocean Energy Management
