Defines covered oilseed crops as rapeseed and canola requiring vernalization (cold temperature period) that are planted on land otherwise idle in a rotation pattern

Amends the Food and Agriculture Act of 1977 to direct the National Institute of Food and Agriculture to examine benefits and opportunities for supplemental and alternative crops including winter rapeseed and canola

Authorizes $10,000,000 annually for fiscal years 2024 through 2029 for research on supplemental and alternative crops

Mandates a report to Congress within 13 months describing research results and recommendations regarding winter canola crop insurance integration
