Reauthorizes the Northwest Straits Marine Conservation Initiative Act for 7 years from date of enactment, covering marine waters of the Strait of Juan de Fuca and Puget Sound from the Canadian border to southern Snohomish County, Washington.

Establishes a 14-member Northwest Straits Advisory Commission with representatives from seven Washington county marine resources committees, two tribal government representatives appointed by the Secretary of the Interior, one Puget Sound Partnership representative, and four Washington State residents appointed by the Governor.

Directs the Commission to protect and restore marine waters, habitats, and species through science-based projects, ecosystem monitoring, data collection, and partnerships with federal, state, local, and tribal governments.

Requires NOAA to appoint a liaison to coordinate agency programs with Commission activities and serve as a connection between the Commission and the Department of Commerce.

Mandates annual reports to Congress describing Commission activities and progress on benchmarks including habitat restoration, marine resource population health, water quality improvement, data collection, and community outreach.
