Mandates completion of a comprehensive development plan within 3 years of the team's establishment, identifying trail gaps, easement opportunities from willing sellers, and anticipated costs

Authorizes partnerships with volunteer and nonprofit organizations to facilitate trail completion and administration

Does not expand existing land acquisition authorities beyond the National Trails System Act and does not prioritize trail land acquisition over other authorized acquisitions
