Expands the Department of Defense Transition Assistance Program to include comprehensive mental health information covering PTSD, traumatic brain injury, anxiety, depression, chronic pain, sleep disorders, suicidal ideation, and substance abuse treatment options

Requires transition counseling to address suicide risk factors including adverse childhood experiences, homelessness, unemployment, relationship strain, loss of community support, and isolation from family and friends

Amends the VA Solid Start Program to assist eligible veterans with enrollment in the VA patient enrollment system and provide education about mental health and counseling services through the Veterans Health Administration

Mandates a joint report from the Secretary of Defense and Secretary of Veterans Affairs to congressional Armed Services and Veterans' Affairs committees within one year of enactment on materials developed under the new requirements
