Withdraws approximately 4,288 acres of Bureau of Land Management land in Placitas, New Mexico (Tracts A, B, C, and D) from mineral development, subject to valid existing rights

Prohibits location, entry, and patent under mining laws on the designated federal land

Prohibits disposition under mineral leasing, mineral materials, and geothermal leasing laws

Allows the Secretary of the Interior to convey the surface estate under the Federal Land Policy and Management Act or the Recreation and Public Purposes Act, but requires the mineral estate to be reserved to the United States
