Designates approximately 30 river segments totaling over 400 miles within the Gila River system in New Mexico as components of the National Wild and Scenic Rivers System, with classifications including wild, scenic, and recreational rivers

Withdraws all Federal land within designated segment boundaries from entry, appropriation, disposal under public land laws, mining claims, and mineral/geothermal leasing

Transfers approximately 440 acres from U.S. Forest Service jurisdiction to the National Park Service, expanding Gila Cliff Dwellings National Monument and modifying Gila National Forest boundaries

Preserves existing rights including grazing permits, water rights, water distribution infrastructure, valid mining and mineral leases, and protects State jurisdiction over fish, wildlife, and State lands

Authorizes construction of native fish habitat restoration projects (including fish barriers) within designated segments to support recovery of threatened species like Gila Trout, provided projects don't unreasonably diminish free-flowing nature or outstandingly remarkable values
