Amends the USDA's Rural Innovation Stronger Economy (RISE) Grant Program to add career pathway programs and industry or sector partnerships as eligible grant activities aligned with rural industry sectors

Expands eligible partnership entities to include area career and technical education schools alongside institutions of higher education

Requires career pathway programs to include members from local workforce development boards to ensure coordination with regional workforce activities

Adds new eligible grant uses in rural industries including telecommunications/broadband, water/wastewater services, electric supply, health care, child care, manufacturing, and agribusiness

Extends program authorization from 2019-2023 to 2025-2030 and adds new reporting requirements for employment and earnings outcomes of program participants
