Authorizes the President to impose sanctions on Chinese entities operating in Russia's technology, defense, or related sectors, as well as those acting on behalf of Chinese armed forces or intelligence services in cyber activities, dual-use technology production, or sanctions evasion

Permits sanctions against approximately 50 named "known Chinese military companies" with business operations in Russia, including Huawei, SMIC, DJI, Hikvision, AVIC, and various state-owned corporations in aerospace, telecommunications, and defense sectors

Requires the Secretary of Treasury within 180 days to determine whether eight major Chinese arms manufacturers (including China North Industries Group and China State Shipbuilding Corporation) meet criteria for sanctions based on overseas weapons sales

Expands export control licensing requirements to automatically cover subsidiaries and controlled entities of any Chinese or Russian company already on the entity list

Allows presidential waivers of sanctions for 90-day renewable periods if deemed vital to national interests, with exceptions for intelligence activities, law enforcement, and goods importation
