Requires the Secretary of Veterans Affairs to establish standard practices for all VA grant and pilot programs related to suicide prevention and mental health administered through the Veterans Health Administration

Mandates programs include clear measurable objectives, methodology for evaluation, data collection plans, and criteria for determining whether programs should be expanded, extended, or made permanent

Requires communication of program objectives and evaluation plans with relevant entities during development, at least 30 days before program launch, and throughout the program term

Requires final evaluation at program conclusion to validate lessons learned and assess generalizability, with results and best practices shared with relevant entities

Secretary must prescribe implementing regulations within 180 days of enactment, applicable to both new and existing programs
