Requires the HUD Secretary to submit reports to Congress explaining the methodology used to allocate funds for the Community Development Block Grant Disaster Recovery Program and Community Development Block Grant Mitigation Program to States, Tribes, Territories, and local governments

Report must address why allocation methodology may result in different distributions between appropriations and provide legislative and administrative recommendations for improving consistency and timeliness

First report due within 90 days of enactment, covering fiscal years 2024 and 2025 appropriations

Annual reports required beginning in fiscal year 2026, due by the final day of each fiscal year, examining that year's appropriations

HUD Secretary must consult with the Comptroller General before submitting reports to the House Financial Services, Oversight and Reform, and Transportation and Infrastructure Committees, and the Senate Banking Committee
