Requires the Secretary of Labor to enter into written agreements with individuals before providing "adverse assistance" (assistance directed toward attorneys for potential use in ERISA civil actions under section 502(a))

Mandates that copies of these agreements be provided to any employer, plan sponsor, or fiduciary that may be directly and adversely impacted by the assistance

Requires annual reports to Congress by December 31 each year detailing all adverse assistance agreements, including copies of agreements, dates, descriptions of assistance provided, logs of communications and meetings, and explanations of consistency with public policy

Reports must identify parties to each agreement but redact information that could identify employers, plan sponsors, fiduciaries, service providers, or other potential defendants

Amends ERISA to add a congressional finding that retirement security is directly impacted by voluntary sponsorship of pension plans and declares it policy to promote and facilitate voluntary establishment and maintenance of such plans
