Establishes the Ralph David Abernathy, Sr. National Historic Site in Georgia as a unit of the National Park System to preserve the historic West Hunter Street Baptist Church where Dr. Abernathy served as pastor during the civil rights movement

Secretary of the Interior must determine sufficient land has been acquired before establishment, then publish notice in the Federal Register within 30 days

Land may be acquired by donation, purchase from willing sellers, or exchange; state or local government land may only be acquired by donation

Management plan required within 3 years after funds are first made available

Secretary may enter cooperative agreements for interpretive services, signage, exhibits, parking, technology-based devices, tours, and preservation of historic resources both within and outside site boundaries
