Prohibits the Small Business Administration (SBA) Administrator from taking any action to facilitate voter registration access except where explicitly authorized by federal law

Requires all new SBA contracts and agreements to include terms barring recipients from using SBA assistance for voter registration activities

Bars existing SBA assistance recipients from using that assistance for voter registration unless explicitly authorized in their agreement terms

Prevents the SBA from using or directing covered entities (contractors, state/local governments receiving SBA funding) to engage in voter registration facilitation without congressional authorization

Establishes that presidential executive orders cannot compel the SBA Administrator to facilitate voter registration access; exempts recipients of SBA loans and loan guarantees under Section 7 of the Small Business Act from the "covered entity" restrictions
