Amends the Coastal Zone Management Act of 1972 to establish a coastal climate change adaptation preparedness and response program administered by the Secretary of Commerce

Authorizes grants to coastal states with approved management programs to voluntarily develop climate change adaptation plans that identify vulnerable public facilities, waterfronts, coastal resources, and energy facilities

Requires adaptation plans to include strategies for land use management, ocean ecosystem protection, habitat buffer zones, migration corridors, and long-term environmental monitoring

Creates implementation grants for states with approved adaptation plans to fund projects addressing coastal hazards including sea level rise, storm water management, erosion, severe weather events, and invasive species control, with 30-50% of funds awarded through merit-based competition

Secretary must issue program guidelines within 180 days; National Estuarine Research Reserves are promoted as sites for pilot projects; state participation is voluntary with no requirement to modify existing approved management programs
