Establishes a Climate Coordinating Council within the Department of Homeland Security to identify, address, and mitigate climate change impacts on DHS programs, operations, missions, assets, and personnel

Council must include at least 20 members with senior officials from 18 specified DHS components including FEMA, Coast Guard, CBP, ICE, TSA, Secret Service, and Citizenship and Immigration Services

Council responsibilities include developing risk-based climate change strategies and frameworks, recommending organizational and resource realignments, and overseeing implementation of Executive Order 14008 (Tackling the Climate Crisis at Home and Abroad)

Secretary of Homeland Security must designate a senior official to lead the council and submit annual reports to the House Homeland Security Committee and Senate Homeland Security and Governmental Affairs Committee for 10 years

Amends the Homeland Security Act of 2002 by adding new Section 890E to Subtitle H of Title VIII
