Amends the Geothermal Steam Act of 1970 to require the Secretary to approve, issue, or deny geothermal-related applications within 60 days after completing all federal environmental and regulatory requirements

Prevents pending civil actions from blocking the processing of geothermal drilling permits, sundry notices, notices to proceed, rights-of-way, and other authorizations under valid existing geothermal leases

Applications must still be processed unless a federal court specifically vacates or issues injunctive relief against the applicable lease or authorization

Preserves existing federal court authority to vacate or provide injunctive relief for geothermal leases, permits, and authorizations

Defines "authorization" broadly to include any license, permit, approval, finding, determination, or interagency consultation required to site, construct, or operate a federally-administered geothermal project
