Requires reinstatement with backpay for any CISA employee involuntarily removed between January 25, 2025 and March 1, 2025, at the employee's election

Prohibits involuntary removal or transfer of CISA employees and bars impoundment, transfer, or reprogramming of CISA appropriations unless Congress specifically enacts legislation authorizing such actions

Exempts political appointees, employees removed for misconduct or delinquency, and employees with unacceptable or less than fully successful performance reviews from reinstatement and removal protections

Prohibits federal funds from being used for salary or expenses of any Department of Government Efficiency (DOGE) employee working at CISA, whether transferred, detailed, or otherwise assigned
