Establishes a VA counseling program at no cost for next of kin (spouse, child, parent, sibling) and former volunteer caregivers of veterans who die by suicide

Former volunteer caregivers must be at least 18 years old and have provided unpaid personal care services through a veterans service organization for at least three months prior to the veteran's death

Authorizes the Secretary to contract with Federal, State, or private entities to deliver counseling services, with fair compensation provided

Requires the VA to publish program information on its website and notify eligible individuals about available services

Mandates implementation within 90 days of enactment
