Eliminates the dollar-for-dollar offset that required disabled military retirees to forfeit retired pay for each dollar received in VA disability compensation, a policy in place for over 100 years before 1999

Extends concurrent receipt authority to military retirees with service-connected disability ratings below 50%, who were previously excluded from receiving both retired pay and VA disability compensation simultaneously

Removes the phased-in approach for disability ratings of 50-90% and allows full concurrent receipt for all qualifying retirees regardless of disability percentage

Applies to retired members with at least 20 years of creditable service, or those retired under Chapter 61 with qualifying service requirements

Takes effect retroactively as of January 1, 2021, with payments applying to months beginning on or after that date
