Amends the Animal Health Protection Act (7 U.S.C. 8304) to authorize the Secretary of Agriculture to negotiate advance agreements with foreign governments on regionalization, zoning, and compartmentalization related to animal disease outbreaks

Directs the Animal and Plant Health Inspection Service, Under Secretary for Trade and Foreign Agricultural Affairs, and Food Safety and Inspection Service to lead negotiations in consultation with the U.S. Trade Representative

Targets countries that import U.S. livestock animals or animal products to minimize trade disruptions when disease outbreaks occur

Requires negotiations to incorporate accepted global research advances on animal disease management

Explicitly preserves the U.S. Trade Representative's authority to negotiate trade agreements and does not require linking animal disease provisions to other trade negotiations
