Requires the Secretary of the Interior to maintain all terms, conditions, and requirements of expired offshore oil and gas permits until new permits are finalized, covering both existing permittees and similarly situated new applicants

Amends the Federal Water Pollution Control Act to require EPA to continue applying expired permit terms to existing and prospective permittees when issuing new multi-permittee discharge permits with similar operations

Authorizes the Secretary to establish joint agency working groups to coordinate permit continuity across federal agencies, with mandatory notification to Congress and the President within 15 days of creation

Deems compliance with the March 13, 2020 Biological Opinion on Gulf of Mexico oil and gas activities (amended April 24, 2021) as satisfying all Endangered Species Act and Marine Mammal Protection Act requirements until a new biological opinion is approved

Applies to oil and gas leasing, exploration, and production activities on the Outer Continental Shelf as defined under the Outer Continental Shelf Lands Act (43 U.S.C. 1331)
