Extends VA birth defect benefits to children of male Vietnam veterans, eliminating the current restriction that limits most birth defect coverage to children of female veterans only (spina bifida is currently the only covered condition for children of male veterans)

Requires the VA to conduct a survey of children of Agent Orange-exposed veterans receiving health care to assess whether their treatment is adequate and recommend remedies for any deficiencies

Directs HHS to provide grants for health assessments of Vietnamese Americans potentially exposed to Agent Orange and establish treatment centers in areas with large Vietnamese American populations

Mandates VA-supported research on intergenerational effects of Agent Orange exposure, including collaboration with public health schools in the U.S., Vietnam, and other countries

Requires implementation plans within 180 days of enactment, full implementation within 18 months, and quarterly progress reports to Congress thereafter
