Prohibits owners of federally assisted rental housing from using facial recognition, physical biometric (DNA, fingerprints, iris scans), or remote biometric (gait, voice) technology for surveillance or purposes that adversely affect tenant access to fair housing, effective 1 year after enactment

Applies to units receiving assistance through public housing, Section 8 vouchers, HOME Investment Partnerships, McKinney-Vento homeless assistance, Housing Trust Fund, elderly/disabled supportive housing programs, AIDS housing, and Native American/Native Hawaiian housing programs

Excludes loan insurance and mortgage guarantees from the definition of covered federal assistance

Requires HUD to submit a report to Congress within 1 year documenting any known biometric technology usage in covered housing during the preceding 5 years, including adverse effects on tenants, demographic data, and potential impacts on vulnerable communities
