Requires the Secretary of the Interior to conduct at least 26 offshore oil and gas lease sales over 10 years: 20 in the Gulf of America and 6 in the Cook Inlet Planning Area, with specific deadlines beginning August 31, 2025

Mandates minimum acreage offerings of 80 million acres per Gulf of America lease sale and 1 million acres per Cook Inlet sale, waiving standard Section 18 leasing program requirements

Reduces minimum offshore royalty rates from 16⅔% to 12.5% and establishes a pilot program offering 10% royalty rates for 7 years to leaseholders achieving first production within 3 years of lease issuance (limited to 25 leases)

Deems compliance with existing 2020-2021 biological opinions, 2023 environmental impact statements, and prior coastal zone consistency determinations sufficient to satisfy NEPA, Endangered Species Act, Marine Mammal Protection Act, and Coastal Zone Management Act requirements

Amends the Outer Continental Shelf Lands Act to require continuous 5-year leasing programs with automatic default schedules if the Secretary fails to timely approve new programs, and mandates minimum 15 lease sales per 5-year period beginning January 1, 2035
