Repeals Section 20001 of the Tax Cuts and Jobs Act (Public Law 115-97), which established the Arctic National Wildlife Refuge oil and gas program

Designates approximately 1,559,538 acres of the Arctic coastal plain within the Arctic National Wildlife Refuge as federally protected wilderness

Adds the designated area to the National Wilderness Preservation System under the Wilderness Act (16 U.S.C. 1131 et seq.)

Requires the Secretary of the Interior to administer the newly designated wilderness as part of the existing wilderness area within the Arctic National Wildlife Refuge
