Grants the State of Utah civil jurisdiction over lawsuits involving the Shivwits Band of Paiutes that arise on or within tribal lands held in trust by the United States

Establishes federal court jurisdiction by deeming contracts and leases involving the tribe or tribal lands as "commerce" under the Federal Arbitration Act and as causes of action arising under federal law

Preserves the tribe's sovereign immunity from unconsented lawsuits and maintains tribal authority to waive that immunity

Amends the Act of August 9, 1955 (25 U.S.C. 415(a)) to add Shivwits Band of Paiutes trust lands to the list of tribal lands with special leasing authority

Defines "Shivwits Band of Paiutes" broadly to include the tribe, its governing body, tribal enterprises, subsidiaries, and any corporations chartered under the Indian Reorganization Act
