Secretary of Homeland Security must develop and conduct a terrorism response exercise focused on managing cascading effects on critical infrastructure during extreme cold weather events, such as those caused by a polar vortex

Exercise scenario must address how emergency managers, state officials, and private sector stakeholders could mitigate the effects of a successful terrorist attack on critical infrastructure and bolster community resilience

Requires coordination with federal departments, state, local, tribal, and territorial agencies, as well as private sector and community stakeholders

Secretary must submit an after-action report to the House Committee on Homeland Security and Senate Committee on Homeland Security and Governmental Affairs within 60 days of exercise completion

Report must include initial findings, plans for incorporating lessons learned into DHS operations, and any proposed legislative changes informed by the exercise
