Military recruiters must receive "meaningful access" to secondary schools and colleges, including monthly visits or at minimum 4 times per academic year in high-traffic areas, during lunch periods, at athletic functions, and in auditoriums

Schools must provide student directory information (names, addresses, phone numbers, academic grades, genders) to military recruiters within 60 days of school year start and within 30 days thereafter; colleges must also share FAFSA applicant lists and data on students who don't return

Department of Defense must establish two JROTC affiliation types: "Host Units" (full-time staffed programs at a school) and "Cross-Town" arrangements (allowing students without JROTC at their school to participate at nearby host schools)

Creates a two-year "HERO schools" pilot program to recognize high schools with above-average military enlistment rates, and grants those schools' graduates priority consideration for admission to military service academies (West Point, Naval Academy, Air Force Academy, Coast Guard Academy)

Designates the first week of April as "National Week of Military Recruitment" and requires multiple reports to Congress on JROTC policy implementation, HERO school designations, and academy applicant outcomes
