Secretary of Defense must establish a pilot program by September 30, 2026, allowing military service members and their TRICARE-enrolled dependents to purchase supplemental fixed indemnity insurance for cancer-related expenses not covered by TRICARE

Secretary will contract with up to two insurance companies licensed in all states for at least three years to offer the supplemental plans, with premiums paid through payroll deduction and no federal subsidy

Eligible participants include members of the Army, Navy, Marine Corps, Air Force, and Space Force, plus their enrolled dependents

Secretary must submit a report to the Armed Services Committees within three years of program launch, including enrollment numbers, participant feedback, and a recommendation on whether to make the program permanent

Pilot program terminates five years after enactment unless the Secretary determines it should become permanent
