Amends Title 10, U.S. Code to codify the purpose, duties, and qualifications for military chaplains across the Army, Navy (including Marine Corps and Coast Guard), Air Force, and Space Force

Establishes Chiefs of Chaplains as advisers to their respective Service Secretaries, with oversight responsibilities including religious accommodation requests, spiritual readiness programs, and suicide prevention initiatives

Protects chaplains from being required to perform rites, ceremonies, or tasks contrary to their sincerely held religious beliefs or their religious-endorsing organization's tenets

Prohibits retaliation or adverse personnel actions against chaplains who refuse assignments conflicting with their faith, including denial of promotion, letters of reprimand, or negative record entries

Creates enforcement mechanism making violations of chaplain protections punishable under Article 134 of the Uniform Code of Military Justice, requiring the President to prescribe implementing regulations within one year of enactment
