Secretary of State directed to negotiate with the Taipei Economic and Cultural Representative Office to rename it the "Taiwan Representative Office" in Washington, D.C.

Establishes U.S. policy to provide Taiwan with de facto diplomatic treatment equivalent to foreign countries, nations, states, and governments, consistent with the Taiwan Relations Act and the Six Assurances from 1982

All U.S. government references in laws, regulations, documents, and court proceedings to the Taipei Economic and Cultural Representative Office would automatically be deemed references to the new name if renamed

Explicitly does not restore formal diplomatic relations with the Republic of China (Taiwan) or alter the U.S. position on Taiwan's international status
