Implements the Agreement on the Conservation of Albatrosses and Petrels (signed at Cape Town, South Africa, February 2, 2001) by establishing conservation measures including species reestablishment, invasive species management, and habitat protection

Prohibits taking, possessing, or disturbing covered albatrosses and petrels without permits, with exceptions for military activities, Coast Guard emergency response, bycatch during lawful fishing with mitigation measures, and actions to prevent animal suffering

Assigns enforcement authority jointly to the Secretary of the Interior, Secretary of Commerce, and Coast Guard, with penalties aligned to the Magnuson-Stevens Act and Migratory Bird Treaty Act depending on jurisdiction

Requires quadrennial reports to Congress on species status and conservation actions, establishes U.S. Fish and Wildlife Service and National Marine Fisheries Service as joint implementing authorities, and authorizes international cooperation and technical assistance

Takes effect 180 days after enactment and amends the High Seas Driftnet Fishing Moratorium Protection Act to include covered seabirds under this Act in the definition of "protected living marine resources"
