Secretary of Defense must launch a 5-year pilot program within one year of enactment to provide midwife services to TRICARE beneficiaries

Covered midwives include certified professional midwives and certified midwives meeting International Confederation of Midwives standards and applicable state credentialing requirements

Secretary may establish a permanent midwife services program if the pilot is determined successful after termination

Implementation plan due to Armed Services Committees within 180 days; annual reports required during and one year after the pilot covering costs, participation demographics, maternal/fetal outcomes, patient satisfaction, and access metrics

Annual reports must track quality measures including preterm births, low-weight births, caesarean section rates, wait times for appointments, and estimated cost savings from improved health outcomes
