Secretary of Defense must convene a Special Review Board to audit all COVID-19 vaccine religious accommodation requests since 2020 and review personnel records of service members who filed such requests and remained in service

Review Board will assess whether career progression, promotions, assignments, or professional development were negatively affected and provide corrective action including backdated promotions, restored pay and benefits, corrected Date of Rank, and reinstatement for those who left due to unlawful accommodation denials

All adverse administrative actions related to COVID-19 vaccine refusal must be expunged from service member records, including reprimands, negative evaluations, promotion delays, and denial of career-enhancing assignments

Review must be completed within 1 year of enactment, with compensation paid within 60 days of individual case review completion; initial findings report due within 90 days, followed by quarterly progress reports to Armed Services Committees

Department of Defense Inspector General must conduct independent compliance audit within 18 months to determine if the Religious Freedom Restoration Act was applied consistently across the military
