Amends the Animal Welfare Act to require all federal research facilities to establish adoption and non-laboratory placement programs for eligible animals no longer needed for research within one year of enactment

Applies to dogs, cats, nonhuman primates, guinea pigs, hamsters, and rabbits used in federal research that are determined suitable for release

Animals may be placed with animal rescue organizations, animal sanctuaries, animal shelters, or individual adopters

Requires eligible animals to receive veterinary certification within 10 days of release confirming they are free of infectious disease or physical abnormalities that could endanger the animal, other animals, or public health

Establishes specific requirements for receiving sanctuaries, including providing lifetime care, prohibiting breeding, commercial trade, direct public contact, and painful research
