Amends Section 9003 of the Farm Security and Rural Investment Act of 2002 to expand biorefinery assistance programs to include ultra-low-carbon bioethanol, zero-carbon bioethanol, renewable chemicals, and biobased product manufacturing

Creates a new competitive grant program for developing, constructing, or retrofitting pilot or demonstration-scale biorefineries, with grants capped at 60% of project costs and non-Federal share allowing up to 30% in-kind materials

Authorizes $100,000,000 for each of fiscal years 2026 through 2030 for loan guarantees and grants, extending the program authorization from 2023 to 2030

Establishes a priority scoring system for grant applications based on market potential, financial participation, feedstock innovation, environmental impact, rural economic development, replicability, and commercial scalability

Allows the Secretary to waive feasibility study requirements for proven or commercially available technologies when approving loan guarantees and grants
