Affirms federal recognition of the Grand River Bands of Ottawa Indians of Michigan, a tribe comprising 19 bands that historically occupied territory in Kent, Ottawa, Muskegon, Newaygo, and Oceana Counties in western Michigan

Makes the Tribe and its members eligible for all federal services and benefits provided to Indians and federally recognized tribes, with a designated service area covering the five western Michigan counties

Requires the Tribe to submit a membership roll to the Secretary of the Interior within 18 months of enactment as a condition of receiving recognition, services, and benefits

Directs the Secretary of the Interior to acquire land in trust for the Tribe's benefit within Muskegon, Newaygo, or Oceana Counties, and authorizes additional trust land acquisitions in Kent and Ottawa Counties

Establishes an 18-month deadline for the Secretary to make final written determinations on tribal requests for land to be taken into trust, with such land eligible to be designated as part of the Tribe's reservation upon request
