Directs the Secretary of the Interior to establish the Urban Bird Treaty Program for voluntary conservation of birds and bird habitats in urban areas

Requires the U.S. Fish and Wildlife Service Director to work with federal, tribal, state, municipal agencies, nonprofits, community groups, and academic institutions to protect and restore urban bird habitats, reduce urban hazards to birds, and engage communities in bird monitoring and education

Creates a competitive grant program for eligible entities to conduct research, planning, habitat management, workforce training, and related conservation activities, administered by the National Fish and Wildlife Foundation

Authorizes $1,000,000 annually for fiscal years 2026 through 2032

Cites congressional findings that nearly 96 million Americans engage in birdwatching annually, generating $279 billion in economic output and supporting 1.4 million jobs, while bird populations have declined 50% over the last 50 years
