Calls for resumption of the "3+1" diplomatic initiative (Secretary of State meeting with ministers of Israel, Greece, and Cyprus) and continued U.S. participation in the East Mediterranean Gas Forum

Requires annual reports from the Secretary of Energy on implementation, a briefing on multilateral IMEC initiatives, and analysis of the Cyprus Centre for Land, Open Seas, and Port Security (CYCLOPS) as a model for cooperation

Mandates a feasibility study on creating bilateral programs with Eastern Mediterranean countries modeled on U.S.-Israel programs (including agricultural research, industrial R&D, and science foundations) and potentially expanding existing U.S.-Israel programs to include additional regional partners
