Amends the McKinney-Vento Homeless Assistance Act to expand the definition of "homeless individual" to include persons residing in indigenous, rural, or marginalized communities as defined by the Secretary

Removes the "unaccompanied" requirement from certain homeless youth provisions and adds women, women with children, survivors, and persons at risk of gender-based violence as recognized subpopulations within the domestic violence definition

Creates a new Women's and Families' Emergency Shelter Program providing direct grants to private nonprofit organizations serving high-needs populations including homeless pregnant women, chronically homeless persons, families with children, victims of gender-based violence, and seniors

Authorizes grant funds for operating costs, outpatient mental health and substance use services, supportive services (childcare, employment, case management, trauma counseling), and housing relocation and stabilization services

Requires grant recipients to submit evaluations tracking unduplicated counts of individuals served, housing placements, and coordination with state, local, and tribal entities, while directing HUD to provide technical assistance on trauma-informed service delivery
