Amends Section 4(j) of the Securities Exchange Act of 1934 to exempt actions by the SEC's Advocate for Small Business Capital Formation from the Paperwork Reduction Act's "collection of information" requirements

Removes requirements for the Advocate to submit information collections to the Office of Management and Budget for approval, display OMB control numbers, or certify compliance with clearance requirements under 44 U.S.C. 3507

Preserves certain information burden review requirements under 44 U.S.C. 3506 subsections (c)(1), (c)(4), and (i), and section 3507(a)(1)(A), maintaining some oversight of the Advocate's data collection activities
