Designates an additional 5,346 acres as "potential wilderness" that will convert to full wilderness status once nonconforming uses terminate

Adds 19 river segments totaling over 400 miles in Olympic National Forest and Olympic National Park to the National Wild and Scenic Rivers System, with classifications ranging from wild to scenic to recreational

Withdraws designated federal lands from all forms of entry, appropriation, mining, and mineral or geothermal leasing, subject to valid existing rights

Preserves existing treaty rights of Indian Tribes for hunting, fishing, gathering, and cultural or religious practices within the designated areas
