Amends the Infrastructure Investment and Jobs Act to expand eligibility for water storage project grants under Section 40903

Creates two categories of eligible projects: general capacity projects (200-30,000 acre-feet) that increase surface or groundwater storage, and average annual capacity projects (200-150,000 acre-feet) that recharge groundwater aquifers

Doubles the grant authority period from 5 years to 10 years

Preserves existing State water law, Federal water law, interstate compacts, and treaty obligations without authorizing Federal water acquisition or infringing on water rights
