10% of annual revenue collected by the Department of the Interior and Department of Agriculture from covered public lands would be deposited into the Federal Old-Age and Survivors Trust Fund (Social Security)

Covered public lands include all land under Department of the Interior jurisdiction (including submerged Outer Continental Shelf lands) and Forest Service lands

Prohibits the Secretary of the Interior or Secretary of Agriculture from raising prices on revenue-generating activities on covered public lands to comply with this Act

Protects existing revenue sharing by prohibiting any reduction in amounts distributed to States, Indian Tribes, territories, or local governments from public lands revenue
