Renames "intermediate care facilities for the mentally retarded" to "intermediate care facilities for individuals with intellectual disabilities" in Medicaid-related provisions

Requires federal agencies to clarify in updated regulations that "intellectual disability" was formerly termed "mental retardation"

Explicitly states the Act does not change any coverage, eligibility, rights, or definitions in amended provisions, nor does it compel states to change their own terminology
