Designates 9 Special Management Areas (approximately 214,650 acres total), 8 Wildlife Conservation Areas (approximately 224,000 acres), 4 Protection Areas (approximately 20,542 acres), 2 Recreation Management Areas (approximately 18,247 acres), and 1 Scientific Research and Education Area (approximately 12,250 acres) in Gunnison County, Colorado

Adds approximately 115,000 acres of new wilderness to the National Wilderness Preservation System, including additions to existing wilderness areas (Collegiate Peaks, Raggeds, West Elk, Uncompahgre, Maroon Bells-Snowmass, Powderhorn) and creating three new wilderness areas (Matchless, East Cement, Star Peak)

Withdraws designated areas from mining, mineral leasing, and geothermal leasing; prohibits commercial timber harvesting; restricts off-highway vehicle and bicycle use to existing designated routes with some exceptions for winter travel management and potential trail development

Requires approximately 19,080 acres of Ute Mountain Ute Tribe fee land to be taken into trust as part of their reservation (with gaming prohibition), and protects the North Fork Valley watershed by withdrawing federal land from oil and gas leasing

Preserves existing grazing permits, state fish and wildlife jurisdiction, and water rights; requires seasonal closures and wet meadow/riparian restoration projects in certain areas to protect wildlife habitat
